There is hereby incorporated by reference the certain standard or model ordinance known as the “Ordinance for Sewer Use Regulation,” regulating the use of public and private sewers and drains, private sewage disposal, the installation and connection or building sewers, and the discharge of waters and wastes into the public sewer systems. No less than three (3) copies of said ordinance shall be marked or stamped “Official Copy” as incorporated herein and shall be filed with the City Clerk to be open to inspection and available to the public at all reasonable hours.

The owner of any real property that has the ability to access the municipal sewer system shall be liable for payment of the minimum fee codified herein; regardless of whether such owner connects the real prope1iy to the municipal sewer system.
